The Archbishop of Canterbury has said that difficult days lie ahead for the Anglican Church after the decision of the Episcopal Church of the United States of America to confirm the election of Canon Gene Robinson as Bishop of New Hampshire.

"The General Convention's decision to approve the appointment of Gene Robinson will inevitably have a significant impact on the Anglican Communion throughout the world and it is too early to say what the result of that will be.

It is my hope that the church in America and the rest of the Anglican Communion will have the opportunity to consider this development before significant and irrevocable decisions are made in response. I have said before that we need as a church to be very careful about making decisions for our own part of the world which constrain the church elsewhere.

It will be vital to ensure that the concerns and needs of those across the Communion who are gravely concerned at this development can be heard, understood and taken into account."

A pastoral letter from the Primates of the Anglican Communion meeting in Gramado, Brazil

The Primates of the Anglican Communion send this pastoral letter to all bishops, clergy and people of our churches, with the desire that it be read or distributed at public worship on the Feast of Pentecost, 2003.

Note: What follows is a portion of the letter specifically related to matters of human sexuality.

Human Sexuality

We take seriously the duty laid upon us by the Lambeth Conference 1998 to monitor ongoing discussion of this matter and encourage continued study and reflection in the context of common prayer and worship. We are grateful to the Archbishop of the West Indies, Drexel Gomez, for taking forward our discussion on matters of sexuality by introducing the booklet "True Union in the Body?", which fruitfully illuminated our study. We are also grateful to Presiding Bishop Frank Griswold for drawing our attention to the Report of the Theology Committee of the House of Bishops of the Episcopal Church (USA) on this issue. We commend the study of both documents.

The question of public rites for the blessing of same sex unions is still a cause of potentially divisive controversy. The Archbishop of Canterbury spoke for us all when he said that it is through liturgy that we express what we believe, and that there is no theological consensus about same sex unions. Therefore, we as a body cannot support the authorisation of such rites.

This is distinct from the duty of pastoral care that is laid upon all Christians to respond with love and understanding to people of all sexual orientations. As recognised in the booklet "True Union", it is necessary to maintain a breadth of private response to situations of individual pastoral care.


Romans 1:26-29

26 For this reason God gave them up to dishonorable passions. Their women exchanged natural relations for unnatural, 27 and the men likewise gave up natural relations with women and were consumed with passion for one another, men committing shameless acts with men and receiving in their own persons the due penalty for their error. 28 And since they did not see fit to acknowledge God, God gave them up to a base mind and to improper conduct. 29 They were filled with all manner of wickedness, evil, covetousness, malice. Full of envy, murder, strife, deceit, malignity, they are gossips, 30 slanderers, haters of God, insolent, haughty, boastful, inventors of evil, disobedient to parents, 31 foolish, faithless, heartless, ruthless. 32 Though they know God's decree that those who do such things deserve to die, they not only do them but approve those who practice them.


Genesis 2:15-24

15 The LORD God took the man and put him in the Garden of Eden to till it and keep it. 16 And the LORD God commanded the man, saying, "You may freely eat of every tree of the garden; 17 but of the tree of the knowledge of good and evil you shall not eat, for in the day that you eat of it you shall die." 18 Then the LORD God said, "It is not good that the man should be alone; I will make him a helper fit for him." 19 So out of the ground the LORD God formed every beast of the field and every bird of the air, and brought them to the man to see what he would call them; and whatever the man called every living creature, that was its name. 20 The man gave names to all cattle, and to the birds of the air, and to every beast of the field; but for the man there was not found a helper fit for him. 21 So the LORD God caused a deep sleep to fall upon the man, and while he slept took one of his ribs and closed up its place with flesh; 22 and the rib which the LORD God had taken from the man he made into a woman and brought her to the man. 23 Then the man said, "This at last is bone of my bones and flesh of my flesh; she shall be called Woman, because she was taken out of Man." 24 Therefore a man leaves his father and his mother and cleaves to his wife, and they become one flesh.


Article XX - Of the Authority of the Church

The Church hath power to decree Rites or Ceremonies, and authority in controversies of faith; and yet it is not lawful for the Church to ordain any thing that is contrary to God's Word written, neither may it so expound one place of Scripture, that it be repugnant to another. Wherefore, although the Church be a witness and a keeper of Holy Writ, yet, as it ought not to decree any thing against the same, so besides the same ought it not to enforce any thing to be believed for necessity of Salvation.
